The BALANCE project aimed to improve Montenegro’s civil protection preparedness and response capabilities for major disasters requiring joint response coordination facilitated through the Union Civil Protection Mechanism. The BALANCE Consortium consisted of academics and civil protection organizations from the countries of Montenegro, Croatia, Albania, Cyprus, Greece, Bulgaria, Italy and Spain.
